It has two names, depending on which version you get. The American publishers went with the "To Visit the Queen" name, while the UK (and Australia as well, don't know about other places) went with "On Her Majesty's..." It's common for movies to be released under different titles in different parts of the world, so I'm not surprised it happens with books as well.
I think the "On Her Majesty's..." one was supposed to be a play on the title of that James Bond movie. Personally, I like "To Visit The Queen" better. I was very proud of myself when I heard the title and thought of the nursery rhyme, then saw it was printed in the book ^____^
